In this thought-provoking inaugural lecture, “States, Markets, and Institutional Failure: The Induced Birth, Tortured Life and Painful Death of MV Bukoba”, Professor Rwekaza Mukandala deploys a trans-disciplinary historical approach, ranging from physics to political science, marine biology, law and economics, to explore the key contributory factors to a birth that was induced, a life of struggles devoid of joy, and a demise that was as painful as it was not unexpected. States and markets are presented as societies’ “tectonic plates” underlying human action. The lecture critically analyzes the interplay between state involvement, market forces and weak institutional frameworks highlighting how Tanzania’s dire economic conditions; pressing urgency for a vessel to provide services on Lake Victoria following the collapse of the East African Community, weak governance structures and lack of accountability led to the signing of a flawed “blood sucking” contract, and securing a technically faulty vessel. A confluence of inadequate market mechanisms, inefficient public sector management and weak institutional frameworks led to the tortured life of the vessel, characterized by mismanagement, negligence and insufficient attention paid to identified technical stability problems, and safety protocols that ultimately led to its “painful death” in May 1996, when it capsized and sank, claiming hundreds of lives. Through this case study, the lecture critically examines the interplay between state intervention, market dynamics, and institutional failure, highlighting how weak governance structures and lack of accountability can lead to catastrophic outcomes. Prof. Mukandala calls for a reimagining of institutional frameworks especially Tanzania’s constitution to prevent such tragedies, emphasizing the need for transparency, accountability, and sustainable development practices in both public and private sectors. The lecture serves as a poignant reminder of the human cost of systemic failure and the urgent need for transformative change.
